Condoms away! Well, not really, but...

This bizarre historical claim is technically true as a proposed concept, but it was never actually executed. During the early 1950s, the Central Intelligence Agency (CIA)—specifically the covert Office of Policy Coordination led by Frank Wisner—seriously considered this psychological warfare tactic.
The Logic behind the plan was sophomoric but simple. The agency brainstormed airdropping extra-large condoms over the Soviet Union and Soviet-controlled Europe using weather balloons.
The goal was that the packages would be intentionally mislabeled as "Medium" or "Small." The psychological goal was to lower the morale of Soviet citizens and troops by instilling a sense of anatomical inadequacy and implying that American soldiers were physically superior.
Hey - we swing the big dicks around here, and we have the medium-sized rubbers to prove it!
