Just keep lowering the bar, Gavin...

Maybe they'lll all learn enough that someday nobody will have to press ONE for English. Hey - a man can dream, can't he? California Gov. Gavin Newsom has signed a new law making it easier for nearly 1 million students classified as “English learners” to be officially considered proficient in English.
Under the old system, students had to meet four requirements before leaving English-learner status. They had to pass the state English test, receive a teacher evaluation, have parents consulted and show basic academic skills compared with English-speaking students.
Under the new law, students can be reclassified based on the state English-language test alone. That does not mean California has stopped testing whether students can understand English. Students taking the standard ELPAC must reach the state’s highest overall level, Level 4, to qualify.
Supporters of the change say the old rules could keep students labeled as English learners even after they had learned the language. They argue the new system removes extra barriers once a student proves English proficiency on the state test.
 Schools will still monitor students after they are reclassified to make sure English is not preventing them from succeeding in their classes.
The bottom line: Newsom’s new law reduces the number of requirements California students must meet before the state officially considers them proficient in English. Supporters call it a simpler system, while the change also raises questions about whether one state test should be enough to make that decision.
