The paper itself was behind the adaptation of the phrase 'climate change' over the then-current usage of 'Global warming' for a very specific reason. Their judgement was, 'Global warming' couldn't explain extreme cold, but 'climate change' could be applied to literally any weather condition they wanted to riff on.
