Sounds to me like shades of what New York City'll be doing under Damnommy - sending social workers out instead of cops. The real problem in Cali is that they just don't have enough cops. Nobody wants to work out there - unless it's in Beverly Hills, where the starting pay for a patrolman is in excess of $ 130,000 a year and there's virtually no crime - aside from the random family member killing his parents or some shit.
Why would anyone want a job where you actually DO your job, and your bosses and fucked-up judges just throw your hard work away? This can not work out well for anyone. A bizzare policy...
