I'm at cross-purposes on this. Although, in theory, it's a good idea, I say, if you're gonna do it, make it applicable to everyone. If they did that I'd whole-heartedly accept the concept. To me it seems a bit like when you used to be able to sit in the smoking section on a plane. Aisle 36 was smoking, but 35 wasn't. Made no sense.
Same with this and the 'age thing'. Who is to determine at what age a kid could - or should - have a phone with them during the day? Is a 16-year-old more mature and trustworthy than a 15-year-old? Fuck, I know 60-year-old guys I wouldn't trust, if ya get my drift...

It's kind of hard to appreciate just how big a fuck-up this thing was. Were you even aware that they're still out there? At one time, early-on in the internet-at-home phase with dial-up modems for access, they had a chance to completely dominate the internet here in the States. How and why they dropped the ball on that is a story for the ages.
