Press #2 for English. I know it's frustrating, especially when your watching something on TV (especially cable and even more especially on YouTube) and all of a sudden the commercial is in Spanish.
I know - it makes me batshit fuckin' crazy, but then again, I grew up in a househlod where Italian was spoken as much as English, so what the fuck do I know, right? Andway, attempts to make English the official language of the U.S. at the federal level have failed. 31 states have passed laws declaring English as an official language.
States can have more than one official language (e.g., Hawaii has native Hawaiian, Alaska has 20 indigenous languages).
It is "in" the Constitution, in fact, it is the Constitution, it is written into every word.
