I think someone is losing a very good income and does not want it to end. Plus there are some who may have bent the rules a bit while stealing all this money and are a touch concerned about...shall we say, possible legal ramifications.

I don't have the numbers handy, but SpaceX's cost per pound put into low earth orbit is significantly lower than the competitors. And given how long Boeing had the astronauts stuck in space, vastly more reliable as well.
