  1. well, the assholes that run philly have a habit of billing people more than once for the SAME ticket. and if you live outside of the city, maybe a few times, say 4-5 is not unheard of. and if you "down town" , they will tow your car fast. that more money they can charge you. and after you pay the "fees', you will find out that your car is unlocked and anything of value
    is long gone. so, paying the high one to two hour rate un a parking garage is really the safer and cheaper way to go.
    left that shithole 8 years ago and I never go back if I can help it.
