Whether fish fart depends on the definition of farting. If farting is defined as 'the expulsion of gases from the rear end' as a result of digestion, then most fish don't fart. However, some fish do fart, including sharks and herrings. Because they have assholes I guess...
I don't believe this to be true - my father was a Globulist and for many years used to capture Goldfish Farts and put them in glass tubes for Builders Levels.
