The Wall Street Journal spoke to more than 45 people — Republicans and Democrats — over several months about these meetings, including some who said Biden mumbled and spoke so softly people struggled to hear him, closed his eyes for so long people wondered if he had “tuned out,” and had to read from notes to make “obvious points.”

"Slipping"? Really? He came into the job sort of amiably senile, but clearly several crayons short of an 8 pack. At this point, he's hit "institutionalize" if not "hospice" level.
