Why doesn't San Fransisco require a ten day waiting period before allowing anyone to cross the bridge? If they did, suicides would immediately stop - just like it works for firearms. Right? ...right?

Trying to stop suicide by things like this is idiotic. The battle is in their minds. And frankly, some of them have made such a hash of their lives they probably have the right idea.

While, usually by contract requirements, I would have to call police to report the jumpers. My crew would stop what we were doing and chant, JUMP JUMP JUMP the entire time.
Only 3 of them actually jumped. The others were just going for attention.
