You know I'm a sucker for the side-boob thing...
They scan both. The return signal is high over the white parts, and low over the black parts. The difference between high and lows gives you a sequence of edges, which is decoded in time like Morse Code. Saying "they scan only the white parts" is like saying you scan only boobs when you look at a female.
