West Point gives an award to the person with the lowest GPA who still passed. It's the Goat Award, a jab at their rival The Naval Academy, which has a goat mascot. This is Army cadet Alex Fletcher who won in 2016. The winner also gets $1 from every graduate, amounting to about $1000.
It is interesting that our LOAT is also in the picture.
