There were also exemptions for religious services using wine such as communion and especially Passover where Jews drink multiple glasses of wine; think of Jesus' disciples falling asleep after the Last Supper even though most were fisherman who worked largely at night. Apparently religious attendance jumped a LOT during prohibition, and wine sales to churches and temples zoomed. Yep, will + creativity = way.

They got some strange 'drunk in public' laws in Texas...

What they do - if they're having a bad day down at the cop shop - is go in to a bar - any bar - and just arrest people for having a buzz...
