ReplyDeleteMany years ago, the City of Philadelphia had this same problem. Hoards of black teenagers conducted "flash mobs" in Center City (a.k.a. downtown). The PPD flooded the area with cops and the kids found other places to mob.
ReplyDeleteAnd the common denominator is what? How much longer before the stakeholders in this country recognize the problem and do something about it?
