This 700 ton balancing rock is in Colorado, but no, it's not in Boulder (although you'd think that's why they named the City that).
So far, nobody has knocked it over. At least not yet.

How do the people figure out that boulder is 700 tons? How did they go about measuring it?

Any surveyor can measure the dimensions visually and calculate the volume. Then you multiply by the density of sandstone.
