    I think a strongly worded letter from the Attorney General threatening federal obstruction arrest if they don't comply and delivered by US Marshals would be in order.

    It would probably be good to make an example out of the state AG and to throw him in federal lockup. Just to add insult transfer him to Texas to process paperwork.
